This is a false & misleading statement in the public domain to be a Carbon Neutral city by 2040, when there is no year by year, SMART objectives for the "plan", therefore by definition, not a plan. Such statements undermine the city & counties credibility nationally + Internationally to make such a statement.
Further, when the Council & Councillors publish such statements, it leads to the wider climate action urgency being undermined from change fatique & loss of hope by young; "Another "Plan" without any delivery, urgency or accountability."
Therefore, SMART objectives have to be added to the Carbon Neutral City "plan" or completely remove the "plan" from public domain, as under current "plans" of housing, economic, population + transport, Waterford city is going to increase emissions >50% by 2040, rather than be Carbon Neutral.
