The estate has a young population so some section of playground equipment would be well used. I am a horticulturist so understand the need for low maintenance in a civic space, with this in mind as well as some suitable trees I would suggest boundaries and division lines of native hedging to increase and aid all wildlife in the area and it only needs cutting back once a year. Also at least one large area or several pockets of perennial wild meadow to hugely improve biodiversity, the benefit to bees being only one positive aspect of this type of meadow. Again it only needs to be cut down once a year at the end of the season and if perennial seeds are used the seed will drop after cutting and make the following years meadow, also a simple path can be mowed into the meadow/meadows to engage all users with the wildlife that will instantly adopt it. I know this is trickier in a public space but water that is accessible to insects, vertebrates and birds would be a useful lifeline and is always a pleasant feature for the humans who would happily access this space. If planned well there should be no need to use any chemicals to maintain it which of course is a big problem for all wildlife. There is ample parking at the site which will allow access for anybody in Tramore and it would also be a lovely green space boon for Tidy Towns.
Increase river access to the public & dredge & improve existing harbours at Cheeckpoint, Ballyhack, Passage East, Arthurstown & Duncannon
The relocation of the statue of Thomas Francis Meagher from opposite Reginald’s Tower to the roundabout at Shaws on the Quay. The hotel suggests that a statue of Strongbow and Aoife or of a Viking be erected in place of the one of Thomas Francis Meagher. The hotel also wishes to propose the construction of a large canopy to cover the area outside the Waterford Crystal and City and Council Offices.
Target outputs by 2030: 50% reduction in emissions by 2030, 30% economic growth on 2019. 45% growth in jobs (on 2019). Boundary expanded. University fully funded as "full university" by 2025. Dedicated team focused on delivery given step-change in growth.
Could you aim to bring more voices into the making of the next plan by laying foundations now for civic action and listen to youth, to minorities and to women? The timing of this feedback just misses the input of all students in 2020 so can you make sure that in 2021, it can tap into student's semester and their thoughts?
The Development Plan should remain relevant and be a constant reference point for WCCC and partners; a regular review process (formal and informal) should ensure that Waterford remains on track to implement the Development Plan; this can take the form of public consultation or through a mini review team; a Development Plan gathering dust on bookshelves is of little use to anyone.
The relocation of the statue of Thomas Francis Meagher from opposite Reginald’s Tower to the roundabout at Shaws on the Quay. The Committee of the 1848 Tricolour Celebration suggests that a statue of Strongbow and Aoife or of a Viking be erected in place of the one of Thomas Francis Meagher. Such a monument would be more in keeping with the spirit and vibrancy of the Viking Triangle. The Committee of the 1848 Tricolour Celebration also wishes to propose the construction of a large canopy to cover the area outside the Waterford Crystal and City and Council Offices.
Area recently cleared of derelict structures needs to be given over to community use such as play pitch with planting and landscaping. A suitable playground / Basketball court is an option, this area should not be be partitioned off just to create problems for the residents of Monvoy Valley.
Increase footpaths and crossing possibilities and
Make Tramore a pollinator friendly, wildlife rich town Create ecological 'corridors' and plant more native trees. NEVER fell mature trees unless they are dangerous. Stop using unnecessary hazardous chemicals which pollute and damage the environment Protect existing areas of natural beauty and rich biodiversity. Implement the fine ideals in the last development plan as regards the natural environment.
Rezone the green areas in Island View to reflect their actual use - recreational /green space / amenity
Turn Dungarvan Landfill into a Public Park.
The local authority has the discretion to decide what percentage of a development must be reserved for social housing. With this in mind the high concentration of existing Social Houses in Dungarvan should be taken into account and for the foreseeable future, developments in Dungarvan should be exempt from Part V requirements.
Acknowledgement of the strategic importance of the N24 to both Waterford and the wider Southern Region’s transport network and the proper planning and sustainable development of Waterford within the policies and objectives of the new City and County Development Plan.
Implementation of one way system to alleviate traffic in and around Wilkin Street, Lower Newtown, Alphonsus Road, Water Street, Passage Road, John's Hill and the Dunmore Road.
1. Using the Age Friendly Alliance, review the support available to older workers and how interventions could support older people to remain in, or regain, employment, or take up self-employment. 2. Encourage through the Age Friendly Alliance the right to lifelong learning, to enable people of all ages to access education and training opportunities. 3. Commit to eliminating age discrimination in Waterford City and County Council and support employers to adopt flexible working and carer-friendly policies. 4. Invest in an ongoing programme at local level to increase the take up of financial entitlements for older people with targeted interventions and support at a local level, particularly for Council tenants. 5. Extend current programmes to improve the energy efficiency of all homes in Waterford to tackle fuel poverty.
1). Support for the creation of sustainable communities that are age friendly in both urban and rural communities. 2). Use of public buildings for their communities….schools, libraries etc., so they will not be locked up after 6pm and during holidays. A similar request was made during the consultation process in advance of compiling the Waterford Age Friendly Alliance City & County Strategy 2017-2022. As part of health/active living it was recommended: “Development of Community Halls in urban locations to prevent having to pay for use of facilities e.g. City Stroke Club closing due to hall fees. 3). A determination to have Waterford city and county a leader and a centre of excellence as we prepare for a future which will be largely reliant of broadband for education, employment and social purposes. Waterford needs to be included in the first year of the five-year National Broadband Plan role out. 4). Suitable places in every community to facilitate physical activity for all age groups. 5). The provision of Sit to Chat benches across the city and county in an attempt to combat social isolation and loneliness. 6). The development of a network of public parks in local communities of reasonable scale. 7). Renew the commitment of Waterford City & County Council to the Age Friendly City and County Strategy. 8). The putting in place of community development facilitators whose sole role would be to drive sustainable ideas and developments.
The development of a transport and infrastructural amenity to deliver connectivity, services and supports that will help an improved quality of life for all the citizens. This the Older Peoples Council feel can be achieved via implementing of the following in to the development plan. 1. A transport service that meet the need of the older person containing a number of transport hubs and park and ride facilities on the outer periphery of the city,(Butlerstown Business Park ,Waterford Regional Sports Complex and Ballygunner Cross) that would allow ease of connectivity via dedicated quality bus corridor to hospitals, local amenities, the city centre and other required services. For Dungarvan a number of sights including the old Glass Factory car Park, Car park at the Farmers Mart, or at Abbyside or Dungarvan GAA clubs may be suitable locations as designated park and ride facilities. As regards other large towns locations for park and STRIDE facilities would be located not more than 10-minute walk from the centre of the towns. 2. Proper facilities based at key transport hubs and park and rides so that there is a structure in place for the universal movement of the ageing population and those with mobility issues across the city and county. (Bus shelters, toilet facilities etc). This can also include modern charging points for electric vehicles. 3. The continuous development of low platform vehicles for ease of access through Local Link and Private operators. 4. More involvement and controls on the delivery of a refined transport services by local authority rather than by a central body such as the NTA. 5. A review of hackney licences to accommodate late night services with a specific function to accommodate older persons journeys espically in a rural setting. 6. An overall assessment of the need for more age friendly and disability parking within the cities and towns. Suggestion of 100% increase required on these needs. 7. The removal of some of the general on street public car parking spaces in towns and city to allow for the provision of wider footpaths for safer walking and increased cycle lanes and a need to accommodate standard and electronically mobility aids. 8. A feasibility study to help improve the quality of minor road access to main roads and footpath replacement involving OPC input. 9. Development of the “Greenway” to include a management control system on cyclist, demarcation lines for walking and development of toilets facilities and seating which will allow for a more age friendly environment.
1. The direct provision by the Council and or Voluntary Housing Associations of suitable accommodation for the Elderly adjacent to appropriate services. 2. Promotion by the Council of the concept of Universal Housing Design, facilitating lifelong living, especially for older people, in their own homes. 3. Where the need arises the Council should provide or support voluntary/community groups to provide small groups of sheltered housing for older people on the lines of scheme provided by the Community in Ballymacarbry or the proposed Inchore project. 4. All houses for rent owned by the Council should be brought up to the standards required under the Universal Housing Design as the opportunity arises. 5. Private Landlords should be required by the Council to bring their rented property particularly that rented to the elderly up to the standards required by the Housing (Standards for Rented Houses) Regulations 2019. 6. The Council should ensure that the various grants available for House improvements, in particular grants for retrofitting houses for the Elderly, are used to the maximum and should publicise their availability for the benefit of individual house owners and landlords. 7. Private Developers should be required as part of the Planning process to provide a mixture of house types and sizes in their developments to meet the requirements of older people. 8. Houses provided by the Council or Voluntary/Community groups for older people funded by the State should be excluded from future House Purchase Schemes to ensure their continued availability for the Elderly. 9. Where a Voluntary/Community group having provided houses for older people is for any reason being wound up or unable for any reason to continue to manage such houses ownership of the houses should transfer to the Council. 10. The Council should promote and assist the following in the City and County - the Care and Repair service, a contact service for the Elderly, Meals on wheels service and the various organisations that offer a social outlet to the Elderly. 11. Having regard to the current shortage of housing accommodation the Council should use their powers of acquisition to acquire houses lying vacant over a number of years and upgrade them for use as part of their Social Housing stock. 12. The owners of vacant accommodation over business premises should be incentivised to upgrade such accommodation and make it available for Housing purposes. 13. The Council should carry out a survey of vacant brown field sites in all Urban Areas with a view to identifying those sites that are suitable for use as Housing sites particularly for the Elderly if adjacent to a range of facilities and should acquire such site using their powers of Compulsory Purchase if necessary.
Municipal 25m Pool in Dungarvan
To consider and integrate the points raise in my submission when drafting the Development Plan.
Investment in a creative, safe cycling solution bringing the Dunmore Road population directly to the city centre in a way that is removed from current motor traffic.
A project to develop Tankardstown be explored.
That the council would provide simple, safe, versatile open parkland for the increasing population in the area.
Supporting this status should be a continued goal for Waterford over the period of the next county development plan.
