PLANNING & DEVELOPMENT REGULATIONS 2001 (AS AMENDED) – PART 8
Notice is hereby given, pursuant to the provisions of Part XI of the Planning & Development Act, 2000 (as amended) and in accordance with the requirements of Part 8, Article 81 and Article 83 of the Planning & Development Regulations, 2001 (as amended) that Waterford City & County Council proposes to undertake the following development IN PORTLAW, COUNTY WATERFORD:
To restore the protected structure of the Portlaw Courthouse building (RPS ref: WA750334/NBHS ref: 22803055) to serve as the new community hub alongside a pedestrian friendly Market Square, reinstating indoor and outdoor public space for use by the community.
A new vehicular urban link road connecting Factory Road to Main Street will form part of the project including upgrading of Factory Road public realm.
The 19th century Malcomson Square, the historic focal point of the town, will be redesigned to rebalance the current vehicular priority.
Plans and Particulars of the proposed development may be inspected or purchased at a fee not exceeding the reasonable cost of making a copy for a period of (not less than) 4 weeks from 27th February 2026 during public opening hours at Waterford City & County Council, Customer Care Desk, Baileys New Street, Waterford on Monday - Friday 9.30am to 4.00pm.
A submission or observation in relation to the proposed development, dealing with the proper planning and sustainable development of the area in which the development would be situated, may be made by the following means:

The closing date for all submissions is 4pm, 16th April 2026.
As per Article 81 of the Planning and Development Regulations 2001 (as amended), an Environmental Impact Assessment (EIA) screening determination has been made, and a determination has been made that an EIA is not required.
In accordance with Article 120 (3), as amended by S.I. No. 296 of 2018, a person may, within 4 weeks from the date of this notice, 27th February 2026, apply to An Coimisiún Pleanála for a screening determination as to whether the development would be likely to have significant effects on the environment. Such a submission should be addressed to the Secretary, An Coimisiún Pleanála, 64, Marlborough Street, Dublin, 1.
