1. Introduction

Portlaw Community Enhancement Committee (CLG) welcomes the opportunity to make this submission regarding the proposed Part 8 Development of the Portlaw Courthouse Quarter, Factory Road and Malcolmson Square Portlaw.

In recent years, the Committee has engaged extensively with the local community to shape a shared vision for the future of Portlaw. This work includes the development of the Portlaw Community Plan 2022, the Town Centre First Plan, and a comprehensive community survey which achieved a notably high response rate.

These initiatives have provided a clear and representative understanding of community priorities and aspirations.

Our overarching objective is to enhance quality of life and strengthen the social, economic, and environmental fabric of Portlaw for all residents.

This submission reflects the views expressed through this engagement process. While we strongly support several elements of the proposal, we also wish to highlight specific concerns and recommendations.

2. Old Courthouse Redevelopment

The Committee fully supports the proposed redevelopment of the Old Courthouse as a community hub.

This project directly aligns with clearly identified community priorities. The provision of a centrally located, purpose-built community space would:

Facilitate community groups, services, and events
Promote social cohesion and community interaction
Revitalise a currently underutilised area of the town

Furthermore, the adaptive reuse of this historic building is both appropriate and commendable, contributing positively to heritage preservation and sustainable development objectives.

Overall, this element of the proposal is strongly supported and represents a significant opportunity for community development.

3. Factory Road Redevelopment

The Committee also fully supports the proposed redevelopment of Factory Road.

As a key route within the town, its enhancement would deliver meaningful benefits, including:

Improved pedestrian and cycling infrastructure
Enhanced connectivity between key areas
Upgraded visual and environmental quality

These improvements are consistent with the priorities outlined in the Portlaw Community Plan, particularly in relation to active travel.

In addition, we strongly welcome the inclusion of electric vehicle (EV) charging infrastructure as part of this project. Such provision would:

Support the transition to sustainable transport
Serve both residents and visitors
Contribute to the long-term resilience and future-proofing of the town

This aspect of the proposal is considered both progressive and necessary.

4. Malcomson Square and George’s Street

The Committee supports the objective of enhancing Malcomson Square, recognising its importance as a central public space with significant potential for improvement.

However, we have concerns regarding the proposal to close George’s Street and convert it into a cul-de-sac.

4.1 Access and Movement

George’s Street currently serves as an important route within the town centre. Its closure may:

Reduce overall connectivity
Increase traffic pressure on surrounding streets
Diminish ease of movement for residents and visitors

4.2 Practical Considerations

Our community survey findings indicate a strong reliance on private vehicles, with many residents commuting from the town for employment and services.

Accordingly, it is essential that any changes to the road network carefully consider:

Traffic flow and circulation
Accessibility for emergency services
The needs of local residents and businesses

4.3 Alternative Approach

The Committee believes that the enhancement of Malcomson Square can be achieved without the full closure of George’s Street.

Potential alternative approaches include:

Traffic calming measures rather than full restriction
Revision and refinement of pedestrianisation proposals
A balanced redesign accommodating both vehicular and pedestrian use

While we support the objective of reducing traffic dominance in the square, as identified in the Town Centre First Plan, we emphasise the importance of maintaining functional accessibility.

5. Conclusion and Recommendations

In summary, the Committee’s position is as follows:

Redevelopment of the Old Courthouse as a community hub
Redevelopment of Factory Road, including active travel improvements and EV infrastructure

Concerns

Proposed closure of George’s Street and aspects of the Malcomson Square redevelopment

Defer the Malcomson Square proposal pending further review and redesign
Reassess options that balance placemaking objectives with accessibility and traffic functionality
