Dungarvan Tidy Towns volunteers expend hundreds of hours of their own leisure time picking up litter in and around Dungarvan every year. This activity gives us excellent knowledge of areas that are prone to repeat littering. We have no issues with the areas identified in the proposal. Based on our observations over a significant period of time we strongly suggest adding CCTV to the following locations:

1. Quanns Field areas not covered by current proposal, i.e.:

1.A/ Car park to the side of the pitch and putt club where there is no bin but it is a popular location for people to drive to and eat fast food which is then discarded out the windows of cars into the car park. We also often find a lot of litter in the grass verges surrounding the car park and on the path leading from it towards the Youghal Road.

1.B. The path behind the pitch and putt club leading to the Youghal Road, particularly where it passes behind the rear of An Cluain estate.

2. Bring banks in the following locations are frequently used as dumping grounds for material that cannot be disposed of in the bottle/clothes banks, e.g. the receptacles (boxes, bags) that people brough their recyclables in to the bring banks, household crockery, mattresses, child car seats, etc. Incidentally, most of the bottle banks could do with a wash and possibly a fresh coat of paint and new signage/stickers.
2.A. Scanlons Yard

2.B. Abbeyside (Spar) car park

2.C. Council depot bring bank on N25 behind Park Hotel

2.D. Ballinroad (at end of graveyard)

3. Clonea car parks, as follows in addition to the Castle end car park already included:

3.A. Ballinclamper car park where disposable barbecues, food packaging, beverage containers, and condoms and condom wrappers are often found.

3.B. Ballinard (Ballinacourty) car park where there are picnic tables but no bin(s), and where disposable barbecues, food packaging, beverage containers, and condoms and condom wrappers are often found. Abandoned tents are sometimes an issue here too.

3.C. Clonea (middle) slipway, where when the dog bin is in-situ it is a magnet for overflow litter when it is full.

4. The lane way behind the houses Keating Street and Western Terrace (in Dungarvan), which is accessed via Western Terrace, is quite rightly already on the list. Littering is a recurring problem there. We would also suggest the inclusion of the blind dog leg at the lower end of Keating Street, where littering is also a problem. And in relation to the existing proposal to include the laneway off Western Terrace, we would suggest that the placement of cameras should allow for capturing of littering in the yard behind Dealz, which is quite a littered area.

5. Cox's Lane, Dungarvan. We often find litter, especially glasses and bottles, which is hazardous, on this narrow lane connecting Lower Main Street to Davitt's Quay.

6. Shandon Road from the entrance to Estuary Heights to the old humpback railway bridge has no houses and therefore no passive surveillance, which contributes to it being a popular spot for people to dump litter. We would suggest CCTV on this stretch of road.

7. Congress Villas laneways. Although to a much lesser extent than the laneways behind the houses in Cathal Brugha Place, the rights-of-way / laneways behind the houses in Congress Villas (across the road from Cathal Brugha Place in Dungarvan) are also prone to be people dumping rubbish in the knowledge that the Council will take it away for free. We suggest CCTV coverage of these lanes to the rear of the houses in Congress Villas, Dungarvan.

8. Road from entrance to Dungarvan Golf Club to bad bend towards N25 at Knocknagranagh. This stretch of road has no houses and therefore no passive surveillance, which contributes to it being a popular spot for littering from vehicles. We suggest CCTV for this location.

9. Road from Barnawee bridge junction towards the water treatment plant in the direction of Dungarvan Golf Club. This stretch of road has no houses and therefore no passive surveillance, which contributes to it being a popular spot for littering from vehicles. We suggest CCTV for this location.

10. Plaza and car park off Grattan Square and also laneway to the side of Lawlors Hotel leading towards the plaza. There are no bins in the plaza (and car park) leading from Grattan Square to Dungarvan Shopping Centre. There are benches that are very popular with people consuming food from the various outlets around the plaza. This generates litter that gets blown around the plaza, the car park and the lane to side of Lawlors. Also, there are lots of large wheelie bins left out for collection in the plaza, which are sometimes overfilled.
