REGULATIONS 2001 (AS AMENDED) – PART VIII
Notice is hereby given, pursuant to the provisions of Part XI of the Planning & Development Act, 2000 (as amended) and in accordance with the requirements of Part 8, Article 81 and Article 83 of the Planning & Development Regulations, 2001 (as amended) that Waterford City and County Council propose to carry out the following development:
At 123B Parade Quay (part-yard), and 124-130 Parade Quay, Waterford City, plus associated buildings, stone-walls and structures behind and to the south side of Parade Quay terrace which connect on to Baileys New Street.
The following are within the red-line site boundary and included in the Record of Protected Structures;
123B Parade Quay; Ref. WA731048 (Part of yard in red-line boundary, not building).
126 Parade Quay; Ref. WA730400.
Development will consist of:
Refurbishment work to the existing terrace of 124-130 Parade Quay to provide 14 apartments, and 6 ground-floor commercial-units.
Works will include;
The extension of each building at ground-floor level to create larger reconfigured retail space.
Demolition and rebuild of rear wall to 125 Parade Quay.
New traditional shopfronts to 124, 125, 128 and 130 Parade Quay.
Reroofing of terrace generally with the reuse of slates and materials; repair traditional timber windows and replace where necessary.
Retention of historic built fabric and structure generally.
Demolition of existing single-storey buildings, stone-walls, structures, and added-on extensions to the rear of the Parade Quay terrace to create a 244m2 new public plaza, 'Friary Square', including reconfiguration of existing yard area to 123B Parade Quay, to provide future WC&CC storage.
Other works will include the provision of hard and soft landscaping and public realm enhancements directly connected with the development proposals, service yard and bin storage area with sedum roof.
Plans and Particulars of the proposed development may be inspected or purchased at a fee, not exceeding the reasonable cost of making a copy, for a period of (not less than) 4 weeks from 7th July, 2026 during public opening hours at Customer Care Desk, Baileys New Street, Waterford City, Monday – Friday 9.30am to 4.00pm.
A submission or observation in relation to the proposed development, dealing with the proper planning and sustainable development of the area in which the development would be situated, may be made:

The deadline for submissions is 19th August, 2026.
As per Article 81 of the Planning and Development Regulations 2001 (as amended), an Environmental Impact Assessment (EIA) screening determination has been made that an EIA is not required. In accordance with Article 120 (3), as amended by S.I. No. 296 of 2018, a person may, within 4 weeks from the date of this notice, 7th July 2026, apply to An Coimisiún Pleanála for a screening determination as to whether the development would be likely to have significant effects on the environment. Such a submission should be addressed to The Secretary, An Coimisiún Pleanála, 64, Marlborough Street, Dublin 1.
